How can we as consumers make sure the diamonds we buy are NOT blood diamonds?

Not to rain on anyones parade. The main factor with diamonds today and in the past are, If they came from Africa in general, there is a 90% chance its a blood diamond.
If you have a fear about this, then locate a jeweler that has reputation for collecting "non blood" diamonds in other countries. ( Australia, Brazil, India, Russia, United States.) Not to say "Blood Diamonds can't come from these places as well" Otherwise without proof where the diamonds came from, you have no way of knowing.
When something becomes "of value" or "more valued" persons will kill for such things. Try mining for other types of stones, gems, and minerals yourself to stay away from these types of issues.

A certificate of authenticity should have come with the diamond as conflict diamonds are illegal

You don't. All diamonds are controlled by just a few companies, De Beers being the biggest manipulators. One way or another it's been price fixed or some one has been exploited over it. But just remember diamonds are a girl' s best friend and diamonds are forever.
