You are a foreign national with no US based activities, hence Google Adsense will not require you to submit any tax ID or tax information. You are only required to submit a tax I.D. such as a Taxpayer Identification Number (TIN) or Social Security Number (SSN) if you are:
- either a U.S. business or individual, or
- a non-U.S. business with U.S. Activities
Just because you have an Adsense account does not mean you have a U.S. activity. Google defines US activity as:

United States (U.S.) Activities involve having employees or owning equipment in the U.S. that are involved in any way with revenue earned through the AdSense program. This includes, but is not limited to, owning a web server or owning a hosting service in the U.S., or having employees in the U.S. who are involved in either:

marketing to create a user base for your site
telephone support for your site
buying products for your site
maintaining your site

If you don't own a web server (note: it is OWN, not just paying for a hosting account) or don't have any employees in the US, then you have no US based activities.
As the Google Adsense help center says:
"If you do not have U.S. Activities, you will be asked to agree to a statement to that effect. No tax forms are required in this instance."
Login to your account and go to the Tax Information section, and click on the part that says you have no US based activities. You don't have to submit any tax forms -- Google will send you your check once you send them your PIN number and reach $100 in revenues.

My guess is if you read the terms and conditions of google adsense you have to be 18 years old. Do you use schools, roads, parks (national, state or local), libraries, public transportation, airports, health clinics, etc. Do you think these are free to operate? Can you imagine what your life would be like without them. Sure, I don't LIKE paying taxes. But I know that I'm successful because I'm suppose to pay taxes (people who make no money don't pay taxes). And I enjoy and use many public services! So I pay my fair share.

click on tax information, just answer the simple questions and you have submitted your tax information to google to pay your adsense checks.
