Look at North and South Korea. The North is closed to most of the outside world. Yes, they have nuclear technology, but they got that from other communist countries. They are decades behind in many other types of technology within mainstream society. The South has been open for ages and they are as advanced as the West. South Korean internet and cell phone technology is excellent, tops in the world. South Korea is able to feed it's people while folks in North Korea are starving to death. South Koreans are free to move about their country and the world, while the North remains isolated and it's people must obtain permission to travel from one place to the next within their own country. Freedom of movement gives people an opportunity to learn things that can improve the lives of their countrymen that's why open societies develop faster than closed societies.
