Males who initiate and/or participate in such behavior are acting out the ritual reassurance posturing common to larger primates. Ironically, those with no female mates or the smallest and least endowed of the apes, tend to be the ones who do this. The larger and more confident male apes do not.

It has nothing to do with the girl - if you're with a bunch of guys (like at a construction site at lunchtime) it's a "male bonding" thing - we're trying to connect with each other by admiring the girls who walk by, and making comments about their bodies - the women themselves have nothing to do with it (other than the fact that it's them we're commenting about)

They do it to show approval and gain attention of the person that they are whistling at. Maybe they lack the vocabulary skills to walk up to the person that they are interested in and say ,"Hey. How's it going?"

they're not hoping to gain anything. What they're doing is expressing out loud the way they feel. It's really an honest action.

It is just an expression of their inner feeling coming out. It can't be controlled. Just like when people scream during sex. Not that that makes it alright.

I wondered the same thing and I actually got so pissed off at a a**hole who kept following me that I stopped and asked him what he wanted and he just sped off, they are just a bunch of lonely guys who cant get girls

I am not exactly sure, to me it is disrespectful to do so, I would rather just smile at that person, and say something nice to them, like "you look beautiful."

Probably nothing.But if you were the recipient of one wouldn't it make you feel good that someone appreciates how you look ?Tell me you wouldn't.
