First of all, do NOT buy her make up. Yes, girls are definitely getting into that kind of thing at that age, but it is very inappropriate for a grown man to buy a 12 year-old little girl make up. (Also, to some mothers, 12 is little young for make up anyway. My sisters and I, as well as most of my friends, weren't allowed to have any until we were about 14.)
Be careful with clothing, accessories, or jewelry (especially if you're on a $20 budget). If you don't know what her "style" is, you might end up getting her something she doesn't like, and won't ever wear, even if it's really cute. But if you know she really loves... something like Hello Kitty, for example, a Hello Kitty T-shirt, bag, or jewelry item would be a great idea.
Body lotion, and body spray are usually pretty good bets, but I wouldn't get a whole set of it or anything. One, because she might have sensitive skin that gets irritated by lotion, and two, she might not like the scent of body spray or lotion that you buy (anything citrus is usually cool with everyone though.) I would get her some bubble bath, or maybe some of those bath fizzy thingys if I was going to get anything like that. I loved those bath fizz things when I was a kid!
If she doesn't like books, she probably doesn't really like to write, but you could get her a journal and a pretty pen to go with it... maybe some stationary? You can find pretty journals and stationary at book stores like Barnes and Noble.
Does she like arts and crafts? Craft stores (and sometimes book stores) sell craft kits for kids. Bead kits for jewelry making, figure painting kits, and things like that... Those are fun, and there are different kinds, and sizes of art kits so you can chose one that fits your budget. They don't cost a lot.

cds, dvds, you could put together a "movie package" for her, with a movie, some candy and soda, and a couple bags of popcorn, it's always a big hit.
jewelry, purses, clothing, you have to be careful when buy these kinds of things, but if you know anything about her, like her favorite color, and maybe take note of what clothes she wears, it's pretty easy.
if she has an ipod you could get her a cover for it, or some speakers for it, those always go over well. you can also get some fairly cheap headphones and/or walkmans at walmart.
all of these suggestions are pretty genaric, and are almost garenteed to be enjoyed. i wouldn't suggest giving her a gift card, because people don't always use them, and then its just money in the pocket of the big stores.

by 12, girls are getting very attached to make up. Make up is very uncostly now, you cna get high priced, but even good makeup doesnt cost that much. Buy eye wear such as eyeliner, lipstick or gloss, eyeshodow, etc

Just give her $20 in one of them money cards. I'm 13 and my aunt has been doing it since I was 7.

Burn a mixed CD of all her favorite songs (Download off of Limewire for free music) drap and drop the music to your windows xp window(the window that appears when you play music) and click burn.
