Is the drive set to master? If not set it to master. Is the cable seated properly? The power connected? Software installed? Is the drive to large for the computer to recognize it?

Before a computer can boot from a hard drive it has to have Windows (or another OS) installed on it.

It also should be installed as the first (master) drive on the first IDE controller. Check in your BIOS setting to be sure the new hard drive is the first IDE device.
