I have an Intel Pro/Wireless 2200BG Network Connection Card, and when i turn on the wireless on, it picks up signals from the wireless networks around, but it won't connect to any of them. I'm not pretending to know about computers, but when my computer picked up a signal it would connect to the preferred signals, it won't even connect. It says networks are in range, yet it won't connect to any. And i also do have an HP Pavillion dv4000

Mostly likely they have security enabled...

There are three possibilites here:

1] You can get a wireless signal from your AP, but the signal can't make it back. To test this trying moving the laptop right next to the AP.

2] You cannot get an IP address becuase you have a static IP instead of using DHCP. Trying checking the IP configuration of your wireless card.

3] Security issues as mentioned above. You'll need a WEP key.

#1:The networks you are connecting to might have some security code system enabled,in which case you have 2 obtain the access code.
