1. If there is a water ocean on Europa, and heat from the gravitational effect of Jupiter on Europa like the effect it has on Io then there is life as astronaut Musgrave said, "Life is the Universal imperative." which means that the Universe was created for life to exist anywhere it can.
2. I do not believe that the next 20 years will bring us or our technology to the Europa. I see the current financial situation as being gravely misunderstood, and the eminent collapse of the dollar as a universally accepted currency will leave us and our technology on the ground for eons. First there will be a gradual collapse of our educational system. We will not be able to produce enough engineers to keep our technological edge. There may be other nations such as Japan or China who may pull it off eventually, but not in 20 years for them either as there priorities will be the sustenance of their own people and no leeway to expend billions as we do on such trips as neat as they are...

Europa may have water or some other chemical that may allow a primitive form of life to exist! In the interior!

1) No. I believe conditions are too primitive there with not enough heat for life to evolve.

2) No. We are now changing our priority to retuen to the moon. That will not allow the money to be spent on getting to europa and exlporing it.

life could have existed there, but the temperature thing is pretty big, it could have had been there, but if it did, it never got off the ground like it did on earth, as for the second part, i doubt it, i would rather get things going on the moon anyway (a base would be pretty cool)
