If you dont mind loosing all of the data on the drive, simply reformat the disk - google for more info.
Failing that simply install a new OS as a dual boot system, transfer your files then wipe the original partition.

You'll need to offer a little more.
What OS are you removing, what are you putting on.
Have you backed up your data?
You can keep you existing OS and have a dual boot.
Anyway, it's easy, say it's XP Home to XP Pro.
Pop the CD in, re-boot the machine, press boot from CD and follow the on-screen instructions.
BE CAREFUL NOT TO WIPE YOUR DATA OFF
And if you do a full format/install, I hope you have your application CD's to hand and they are compatible with whatever OS you plan to put on.

Just run the install process for your new OS - it will walk you through reformatting and repartitioning your drive (if it needs to) and your old OS will be gone if you do it right.
