It's Lee Van Cleef talking to Kurt Russell in John Carpenter's "Escape from New York". It's the scene where Cmdr Hauck (Van Cleef) is reviewing Snake Plissken's (Russell) war record and how he was caught robbing the Federal Depository in Atlanta, culminating in the offer to pardon him if he goes into New York and brings the President (Donald Pleasence) out, thwarting the Duke (Isaac Hayes)'s plans to use the President to get everyone released from NYC, which was turned into a prison in 1996 (in the movie).
