Most disposals are tripped due to debris lodged in it. First remove any power and use a flashlight to inspect for objects jammed, I have found dish rags, coins, and utensils jammed in them. Remove the blockage and press the reset switch on the motor, (usually located on the bottom or the side), re-apply power and check operation. If it buzzes after this, you still have a jam, if nothing happens, the unit will have to be replaced.

There are two sources of the problem: electrical and mechanical. If you switch it on and you absoteluly hear nothing, no sound at all, not even a faint low-level buzz sound, it's electrical. It could be the disposal motor is bad, the cord is cut or there is no juice at the outlet. Since you already tried another outlet and no luck, the last possibility must be ruled out. Examine the cord for cuts. This should be easy to do. If the cord is OK, it must be the disposal motor. You need to buy a new disposal.
On the other hand, if you hear a constant buzz noise, there is juice running into the disposal and the motor is not dead but the disposal can't turn because it's jammed by trash inside it. Use a special tool that came with the disposal and usually placed near it to unjam the thing. The tool has an end with six angles and looks like a hexagonal-wrench. Put it in the hole in the bottom of the disposal and turn it back and forth to loosen the core.
