when you sign the title in wisconsin you have to emissions the car 45 days after. so how do i get the car legally and rebuild the engine with out emissionsing it right away.

You only need to worry if you remove any stamping numbers from the block , components of the engine are not on the title !

Don't try to buck the system.. Get it checked before you start the rebuild. Then you'll have an entire year before it has to be checked again.

If it doesn't pass, then worry about getting it rebuilt in a hurry.

you shouldn't have to worry about it if the engine is the same size. you could have a whole new engine but it has to be the same size.
