Does it mean people must have Internet access to download the software?
Or does Apple believe there is already a large, installed base of iTunes from previous ipod owners?

On the other hand, I appreciate the lack of a physical CD, since that makes possible to have such a small and nice packaging.

I don't know why, but you can download iTunes from the Apple website.

iPod Shuffle is so small that packaging it with a CD will make the package much-much bigger. The small package even more emphasizes the gadget's size.

Nevertheless who doesn't have Internet access for downloading iTunes?

You have to download iTunes updates all the time anyway, so the one you got in the CD was bound to be an old version always.

umm i think they dont come with the cd unless u buy a nano. u need internet to download songs anyhow and u can download itunes if u go on itunes.com
but im pretty sure itll work

my guess is that apple thinks that if you have a shuffle then you have a computer and internet access so you can just go and download iTunes off the apple website. it's pretty logical.
