Towels, Twin XL sheets, comforter, pillows/pillowcases, Twin XL mattress pad, "egg crate" mattress pad in twin XL, under-bed storage bags or bins, bulletin board, computer, printer, notebooks, pens, pencils, erasers, lamps, laundry bag, nalgene water bottle, quarters for the washer/dryer, carry-all for shower/bath items, flip-flops to wear in the shower; clothes. If he's going to share a room, he and his future roommate should talk about the following before either purchases -- mini-fridge, microwave, tv, dvd player, etc.

Yes, he will need sheets and a comforter for his bed, and even if the school supplies pillows, he'll want his own. Probably a fan and a desk lamp as well - the rooms usually have bad lighting, and lots of dorms won't have air conditioning. They usually supply you with a desk, chair, and bookshelf - but not always, he'll have to find out when he gets there. Hangers are good, laundry basket and quarters!!!! Lots of quarters. Of course, some schools let you use your ID card to pay for laundry - but then he could just put the quarters towards the ID card. He'll also need laundry supplies, since schools usually don't supply that. Also a few towels.

I know I liked having a laundry rack to dry stuff I didn't want to put in the dryer, but that might be a girly thing to do, I don't know. Laundry hampers, trash cans. My university provided shower curtains, but we could bring our own for decorative purposes and just place it in front of the given one.
We were allowed to bring microwaves, a mini refrigerator, and a small George Foreman grill. Make sure you are being insync with his school's housing policies (know max. microwave "watt-age," and size of refridgerator) because they are all different. Track down his school's website from Google, and find the Housing Dept.'s area and look up their rules. Or I'm sure they have a phone number you can call.
Lamps, storing shelves, and phones are usually helpful. It all depends on how much you plan on spending. Maybe you can even find a poster of a band you know he likes so he can decorate his room (because otherwise it can be depressing and very facility-like).
He will also most likely need one of those USB I-drive things for the computer that you can save stuff on- (Can't think of the name right now for the life of me!)
Candles and toasters are usually not allowed (at least at my university).

Okay, okay. Serious answer for dorm kids? Tool kit. There will be a bunch of bunks and shelves and computer tables needing assembly, not just by him but by his peers.
People buy this stuff and then don't think how they're going to put it together! If he's the guy with the tool kit, he'll meet people.

wow, you are a nice neighbor!
a mini refrigerator is always nice in a norm. one of those electric kettles or coffee maker also good for a nice cup of cocoa, tea.
i assume he has a laptop. A good lamp for studying, a laundry basket, alarm clock.
