Shortly after the genocide started, 11 Belgium UN troops were killed. These men had been in Rwanda since 1993, as part of a UN mission with the task to monitor the Peace process. In April 1994 the plans of a genocide were put into practise. Eleven Belgians were killed and upon this the UN decided to withdraw 90% of the peacekeeping force. Only 250 troops remained, with the daunting task to keep the peace in the midst of all the chaos.

Obviously, 250 were not able to keep the peace or to protect the civilians with the result 1 million of people got killed.

As you may understand, the role of the UN - the head quarters that is - wasn't that glamorous.

From what I remember, they sent in troops to try to stop the conflict. They were unsuccessful in that.
