maybe you should try washing them in really really hot water, like 95 degrees celsius.

No, Rayon, Polyester or Spandex DO NOT SHRINK in the washer or dryer, however, if the pants still have the tag (and it is still readable), please note that rayon, and especially spandex, should not be put in the dryer, and should be line-dried. These fabrics deteriorate in the dryer, especially if you use a "hot" setting. I am a cyclist and have several articles of apparel made from one or more of these fabrics, and they specify how to wash them, which is how I have advised.

I'd say wash them in hot water and then dry them on the hottest setting. That worked for me once.

Sorry that material can not be shrunk, you will have to take them to a seamstress and have them altered. Or buy your self some new ones.
