This only happens when the position of selector is on windshield cleaning and not on the other position.The radiator fan works intermitently every near 15 seconds for 10 or 12 seconds.Is this normal?!

Yes, it's normal. When the system is in the defrost position, the AC compressor runs to help dehumidify the air being blown on the windscreen to more quicly clear any mist. Whenever the AC compressor runs, the condenser fan (and somethings the regular cooling fan as well) will turn on to maintain airflow over the condenser.

the cooling fan in a lot of cars is activated by the air conditioner control module,, when youre on defrost the AC turns on to dehumidify the air,, i would bet this is whats happening
