Because Waffle House has only two purposes:
1. Late night grub after binge drinking
2. Play the popular Waffle House game, "Count the tooth".
I always win, and one time, I counted 8 teeth in the whole restaurant. It was an upper class Waffle House in my defense.

The company probably figures they would not make enough money off of the gift cards to justify selling them. but i don't work for WH so i don't know for sure

Because they assume that people give gifts to friends and no one would send someone to WH on purpose.
