First, of all, you should know that District 2 has been intentionally gerrymandered under the Voting Rights Act to be a "majority-minority" district in that LA-02 excludes every white neighborhood in New Orleans (uptown, Lakeview, etc.)
Furthermore, a political scientist at UNO put it best when she explained that African-Americans and whites have different attitudes towards law enforcement. White people generally believe that when the FBI says Jefferson was found with $90k in marked bills in his freezer, and with a video of him taking the money, that federal officials are telling the truth. On the other hand, African-Americans (who also think OJ was innocent) are more inclined to believe that "Whitey" or "the government" is out to frame Dollar Bill Jefferson.
It does not matter that the money was marked, or that there was video and audio of Jefferson negotiating the bribes on several occasions. Most African-Americans quoted in interviews responded that "it's probably his money and he can do whatever he wants with it." Not surprisingly, most of these people are ill-informed: The Brookings Institution has released studies documenting that over 50% of African-Americans in New Orleans are functionally illiterate. Also, Orleans Parish Public Schools (which were about 95% African-American before the hurricane) have a graduation rate of less than 33%. So there you go: as long as everyone stays stupid and poor, people like Jefferson are able to thrive and skim off the top.
And before anyone accuses this poster of racism, please consider what Jefferson was doing with the money - bribing African despots in Ghana and Nigeria. Anyone that cares about black people would want this guy locked up for supporting tyrannical African dictators in nations where opposition groups are known to "disappear."

Even as the day of the election was approaching, the media was totally ignoring the bribery and his actions during Katrina. The day before the election the headline read something like "Katrina Still Affects Politics" with only 1 paragraph dedicated to his actions in Katrina and the bribes. I remember when the story about the bribes first broke 6 months ago, there was a small to-do about it, then by the 2nd week not even a whimper. They really only mentioned him taking the bribes again after the election was over. Tell me that is not bias. Jefferson committed a crime and should be shown the door. They treat the democrats differently than republicans, i.e. Mark Foley. Foley was caught sending emails to underage pages. It was highly immoral in my opinion. However, it was not illegal. You could see in that case the media bias. Every day since that story leaked to the day of the election, a story concerning Foley was there everyday. Enough of my rant....

Is he the guy who commandeered a National Guard rescue craft to take him to remove items from his home during the Katrina aftermath? Did that put any of the refuges at risk by diverting the rescue crew? No wonder New Orleans is so far behind in the rebuilding effort. Too many fingers in the pie!

Just like Cunningham and other Republicans who are found guilty (or just accused) and give up their positions. Dumbocrats, however, use their illegal activities to enhance their reputations and further their political ambitions. Who votes for them? Other dumbocrats, of course!!

Good question. One reason could be that his constitutents cynically believe all Congressmen are at least as corrupt as Jefferson, the other candidate would soon be corrupt, and they liked Jefferson better.
