A good browser.. Opera and firefox can be configured to never give you any pop-ups, and without adding ugly-ware like toolbars to your IE installation.

There are several that are good, but I use the one on the Google Tool Bar. So far it has not allowed any to get past it.

depends on who you ask..

personaly because I have taken apart google toolbar... I dont like it... not one bit... (it keeps records of my surfing habits...)

Personaly... if you are having pop up problems... you should look into buying a AV/FW ....
