I would say...
foundation: maybelline
eyeliner: i'm not sure about this one.
mascara: maybelline or covergirl.
cover up: definitely maybelline.
lip gloss: whichever you prefer. it doesn't really matter.
eyeshadow: same as above.

I usually buy CoverGirl or Maybelline when I buy makeup from Target or Walmart. At Walmart, I can buy NYC eyeliner and lip gloss. NYC is cheap and I like the black pencil eyeliner. I use a mix of all 3 brands and I don't have a problem with any of them. I can still achieve the look I'm going for when I use them.

The best make0up out on the market today is Bare minerals.
But since you said target or Walmart... They have copies out now by physicians formula and even revlon (I think?) one of those revlon like companies has a nice copy out that works well too.
The only problem with the physicians formula is that the holding container for the brush is the same place the make-up comes out of and it can get messy. (it's all in one unit in like a dome shaped thing) It does tend to get all over where the bare minerals is more self contained and seperate.
Id spring for the good stuff! It is worth it! although I do use the cheaper alternative when i run out of the minerals... it is okay in comparison.

foundation... you cant really answer that, because it depends on your skin type. But Covergirl fabulash is the best mascara I have ever used! And I have paid up to 30.00 for it before.. so its nice to buy a tube for 6 that has better results!

a girl should never leave home w/out mascara and lipgloss! I honestly don't know what's the best my mom just started selling Mary Kay makeup so that's all i use now

M.A.C. has the BEST eyeliner and eye shadow, and Lorel has good foundation, if these answers aren't good enough, visit a makeup artist at the mall, they give you free makeovers and makeup tips.

The best makeup is to be very natural. Little lip gloss and little mascara.
