i guess you're trying to make a shield - Umbreon has EXCELLENT defenses, but only moderate attack scores. that is, umbreon is there to take the damage, not to deal it.
that said, you'll notice that there is no day or night time in fire and leaf, there are no clocks... there is no method of telling what time it is. this is not so in ruby, sapphire and emerald, where there is an internal clock - but no visible difference between night and day.
you will have to put your eevee over onto a ruby, sapphire, or emerald game, and build it's happiness there. happiness is gained in a number of ways. while leveling up is the easiest way, it is not necessarily the best - you'll miss the first dark move (level 16) if you evolve it only by leveling. stats will be the same though (i've checked, double checked and triple checked using magikarp and gyrados a while back)
other ways of building happiness are by feeding it vitamins - iron, calcium, etc. you can only feed 10 of these though... you can also gain happiness just from walking. holding certain items helps. never let it get less than full hp. if it's missing even just one hitpoint, heal that 1hp right now!
when you start evolving, if it's day time, push that B button to cancel the evolution, and wait til night time to gain the next level. after you've gotten it to evolve to umbreon, you can trade it back to leaf

Umbreon cannot be caught in most of the Pokémon games. It must be evolved from Eevee by leveling it up while nighttime after its happiness is very high, or by using a Moon Shard
Sorry but
Because Pokémon FireRed and LEAF GREEN do not make use of internal clocks, Eevee cannot evolve into Espeon or Umbreon in these games

Since there is no time in Pokemon Leaf Green then Eevee cannot evolve, you'll have to trade it to Emerald, Ruby or Sapphire. Since there is no internal clock in the game as in R/S/E then neither Umbreon or Eevee can be obtained.
To evolve eevee into Umbreon you'll need to build up its happiness, by not letting it faint in battle, winning battles aganist trainers, raising its level, healing status ailments, giving it treats etc. Try only raising it during the night, if you evolve it during the daytime it'll evolve into Espeon. If you start off with a level five eevee, it'll probably evolve around level 30.

It means basically that you must evolve your evee at night using a moonstone i believe, i havent played in a while but i think thats how i did it. I believe that if you do it during the day you get The psychich oen, i dont remember its name. But try using hte moonstone, be sure to save your game before attempting this as i might be wrong and i wouldn't want to mess up your game. Also you could search online for game cheats, try IGN.com they have good game cheats for all systems including handheld PSP and GBA.

you have to give it a certain evolution stone.I dont remember wich one though, go to the dep.store, they should hav it there.
