They don't own the car or get to use it like a "company car" the way people do who work for a private company.
As others have said, some officers take the cars home if they have a special job (like a k9 unit) or they are always on call.
In our state, the barracks for the state troopers are so spread out, the troopers ALL take their cars home. The places they patrol are often 1 hr + from the barracks and driving back to drop off the car would make no sense and in bad weather would be impossible. Plus, they are on call 24 hours a day and might need to go do something official in the middle of the night.
City cops tend to leave their cars at the station for the next shift.

No, the officers do not own the cars. They drive their POV to work and switch over to the patrol car.
At some stations the cars are used on different shifts, so another officer will use it on the next shift.
There are exceptions (listed above me) where an officer takes the car home, but as a general rule, they don't.

The police cars are owned by the municipality. Some officers are allowed to take them home because they are on 24 hour call. They may also be a part of a special response team, such as S.W.A.T., or K-9, or Hostage negotiators, or bomb and arson.

They dont own them, but sometimes they can take them home. My husband is in the canine-unit, and he always brings his car home, to transport the dog back and forth. But he used to drive his own car to the station, then use the police car, and use his own car to get home. So I guess depending on the situation, they bring cars home. But the jurisdiction that they are in owns the cars.

+1 pignapper, police are not allowed to use their patrol cars for unofficial business. Picking up their kids from school etc, is not allowed to be done in a patrol car.
