In MS Word's pull-down menu under FORMAT click 'change format' and you will find all the options like to change all caps text to lower case and vice versa, sentence, title, toggle etc.
In MS Excel, it is not that simple. Here you select an empty cell and write you command like "=LOWER(cell number)" and then you will find the lower cased sentence appear in the new cell you have selected. Now copy or cut and paste this sentence over the original (Upper) one.
For making all lower-case into upper case in MS Excel the formulae would be "=UPPER( ) put the cell number inside the bracket like A1 etc where the target is located. You may also use command like “=PROPER( ). PS. No space after the Lower, Upper or Proper word and the bracket.
Hope this would help. If you need more help go to the Help Section or send me e-mail.

This replaced into on word97. optimistically somebody will come alongside that knows yet for now i thought i might in basic terms permit you know it relatively is achievable

The first answer is correct if you typed the text in Word.
