I think the virus is still active in your PC. I suggest that you try to carryout system restore to a day previous to the day when there was no virus or any problems. It may be a few weeks or months back. You have to decide the date. Detailed instructions are posted at http://fixit.in/systemrestore.html
The problem is likely to be solved. Then,You insatll a standard antivirus soft ware such as Norton, AVG , Avast ( free antivirus software and Ad-aware, Ewido ( free spyware removers). You can download free softwares at
http://fixit.in/antivirus.html and http://fixit.in/spywareremover.html

Some viruses will do that...try running regedit and look for the following:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
If there's a DWORD value called "NoChangingWallPaper", right click and delete it!

In HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer, you should NOT have the following VALUES. If they're there, right-click and delete them.

NoActiveDesktop
ForceActiveDesktopOn

And for the following ActiveDesktop KEY:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop

There should only be the (default) string here, right click and delete any of these entries, so that all is left is the (default) string.
