you would need 5 bits. 5 bits can have 2x2x2x2x2 = 32 different combinations of which you could use 19. you cannot use 4 bits because 2x2x2x2 = 16.

So, the answer that you are looking for is 5.

37 - two bits for each thing minus one (because we start from 0)
