It does take talent, it does take persistence, and it does take luck. Study and perfect your skill, whether its acting, musicianship, or singing. Be extremely outgoing--audition for everything that is available. Perform at every opportunity, it will hone your ability to perform in public, make you more comfortable performing in public, and there is always that chance that a scout will spot you--it does happen! Get an agent. Get publicity photos and update your resume, be sure your resume & photos are being circulated. If you can get interviews on TV or radio, be sure to do so, and be positive--project a personality that people will notice and like and want to see more of.
If you begin to catch on...this is very important...be NICE. A friend in Hollywood (he's been in quite a few films & TV shows) assures me that almost all the people are very nice in the business because they know that their careers depend on other people reacting well to them. Be polite with fans. Make at least some effort to answer fan mail--it won't be possible to answer it all, but setting aside an hour or two a week to read and respond would be well worth it.
Good luck!
