The response time for a monitor is how long it takes for all the pixels to completely change color after they've been given a new signal. Smaller response times are better.

A monitor with large response times will be more likely to show "ghosting", especially with fast-moving images (games, in particular, but also if you're watching action movies or anything similar), because the previous picture doesn't finish going away before the new one starts to show up.

I would assume it is the delay time between a signal at the video port and when it becomes visible on screen. In other words, how long it takes a monitor to display a pixel it's been told to display.
