I think that it is the heater resistor block. How do I change this part out? Any suggestions?

It is located under the windshield wiper cowling assembly, on the far right corner. I would recommend replacing the wiring harness as well. They have tendency to get stuck to the resistor as well. You can purchase the resistor and the harness from the Chrysler dealer for a very inexpensive price. Just make sure you splice each wire, ONE AT A TIME, and you'll be okay. Hope this helps.

i own a repair shop, and this is easy to change,,its located on the heater box,on the out side if the box,,you can access it from in under the hood and there's just a few screws that hold it in there, once removed installation is easy, just take your time doing this,,be sure the plug is back on the connector good, and that should do it,,good luck with it,i hope this help,s.,,have a good x-mas.,,PS ,yours may be on the inside of it,,on the passengers side also,,some were on the inside, and some were on the out side,,depending on the year of it,,good luck.

It's the resistor. Just need to yank the old one and install the new one. Under the dash on the passenger side IIRC.
