A leader is a person involved in the process, and a manager is just an overseer.

A leader can make policies, provide direction, set goals.
Managers take the leader's directions, use his policies, and try to achieve those goals through resources provided. A manager can give advice to a leader, but it's up to the leader to decide whether to use that advice given
