it is not certain. this is a constant debate in paleoanthropology that stems from whether or not neandertals had the capability to produce vocalizations in the form of what we would call language. the debate includes on whether their facial structures formed a hyoid bone which is where the voice box is located. if they did not have means to execute intelligible language than i would say homo sapiens sapiens or modern humans were the first ones. that could be one main reason why they replaced neandertals.
