Try double clicking on the icon is systray (down by the clock) or right click on it and choose open.
I dont use Norton because it's such a resource hog (I use Kaspersky) but it should have a box for IE integration. Uncheck it.
Disabling your AV in todays net environment is extremely dangerous. If you know what app Norton is conflicting with you should go to http://www.symantec.com/home_homeoffice/support/index.jsp and use their online resource to resolve the problem. It's doubtful you are the first to have the problem.

What is it conflicting with? Look for updates for the other program as well as for Norton. It NOT a good idea to disable your anti-virus protection. It's like having unprotected sex with a stranger -- BAD IDEA!
