Where should the handle bars of a scooter be on you? im 5'1 and a half?

Totally a personal preference.
You need to position them where they can allow you the freedom to move around easily for tricks.
You likely won't get the set-up on the first try so get it close while simulating your natural rding position behind the bars.
After some riding and doing a trick you've already got nailed simply decide what could make the bars feel better. Move them closer/farther or higher/lower to make your ride your custom ride.

I agree, personal preference.
People like bars anywhere from drag bars to ape hangers, and everything in between.
