i have check my connections, drop my firewalls

Your question is a little vague. If you are trying to download files through your browser (IE or firefox for example) it should be automatic and cleared with your firewall as part of the browser functions. In IE go to Tools-->Internet Options-->Security-->Custom Level and scroll down and make sure Downloads is Enabled.
If you are using a separate download manager like GetRight you will have to clear it with your firewall. Each firewall is different but you should find a listing or applications. Check it for your DL manager and make sure it's not blocked. If in doubt use the firewalls help feature to see how to configure it properly.
Also watch for any errors in the prog that will point to the problem. If it just can't connect to the 'net, it's probably your firewall that's blocking it.
