I looked this question up because I was watching an episode of cops and they stopped a homeless man walking down the street because someone caught him stealing the change from the fountain. They made him put it back an shortly after they were called back over there because the same guy did it again. I, myself, don't ever throw my change in fountains and wells simply because there is no outcome or product afterwards. In my opinion, when you throw your money in those, you are literally throwing your money away. If I were homeless and had no money to my name, I can't say that digging in a fountain wouldn't cross my mind. I would rather give a homeless person money in person than throw money somewhere that I have no idea where it goes. I would like to think someone like the government collects it and puts it towards something decent like a charity but you never know they could just tell u what they think u want to hear.
