First, you survey the available resources and read the common summaries. Then you look for differences or deviations or gaps in the summaries. This will be a place to look first for controversy. Then you look for resources on the disputed or "quiet" areas of discussion. If you have something that you are interested in and can find resources on, then you outline the basic features that you can write on. Then, especially if there is an area of controversy, you write your thesis on the importance of this issue or area. That is what your report then is about--the issue you've just identified as being worth examining or reexamining.

The thesis is something that is written after you've studied enought to (1) know what you CAN write about (as in you have resources to help you), and (2) what you WANT to write about. Then you write it. Consider it like assembling a bunch of ducks, descovering what you want your ducks to do (where your thesis and outline comes in), then getting your ducks in line. Good luck.
