What do you put in the subject heading when sending an email applying for job when they didn't specify?

"Application for employment" is plenty; possibly "resume and cover letter," if that is the method used. If they are looking for someone, they will open it.

Job title (Secretary, etc.) Job Application.

I'd put "application- " Doing it that way makes it easy to find and identify your email. I hope this helps
