No, there's no such a thing and way to do it... Any idea that ever tried to create a perfect civilization ended up as a total disaster. For example: Comunism, Hitler....

a perfect civilization is never possible, as long as people have differing views and opinions, we will always have some sort of conflict happening with us.
However the closest to perfect would be a level 3 civilization where everyone is sustained by everyone else, birth rates and death rates are managed so there's no overpopulation or underpopulation, and war would only happen with whole other races rather then with ourselves.
(oh, forgot, we currently have a level 2 civilization, where we use tools and such, but there's still poor, middle, and rich classes and wars are possible)

No, perfect is an aesthetic concept. The idea of perfect is different to each individual. However, a civilization that functions in such a way that self actualization is achieved by every citizen without the destruction of their surroundings sounds pretty ideal.

if you've ever read the book CANDIDE there is a place called el dorado that is described as the perfect society. however, it is impossible to achieve this type of utopian world. it's nice to beleive that there is a possibility of one day achieving a perfect and flawless civilization, but it's also foolish to think that this hope will come true.

nothing is really perfect in our society...because nobody is perfect - man is not perfect, it is therefore impossible for us to attain perfect civilization...
