Do not disable your firewall, what you need to do is determine what ports you need to open up for the web cam program. Read the camera's documentation and determine what ports it uses. You can set up firewall rules that allow the camera to bypass the firewall. the firewall will open the port(s) for the camera and close them when the camera is finished.
You can access the firewall rules through its interface.

Control Panel then go to windows firewall then the last step is click on off.

CLICK START ,CONTROL PANEL,SECURITY AND DOWN AT THE BOTTOM CLICK FIREWALL,ON THE LEFT YOU CAN TURN OFF/ON. remember to turn back on after loading on what you doing
