How to submit a blog to a Search engine like google,yahoo etc.

The most important thing to do is submit your blog at technorati, which is really the centralized location for everything blogs.
The steps are laid out very intuitively at their FAQ page.

If you're hosting your blog on a seperate domain (www.myblog.com) as apposed to, for example, www.blogger.com/myblog
Then you can submit your blog to the search engines in the same way you would normally do so for a website.
For free bulk submission tools, search Google.
Bear in min that your blog will not be returned in the results pages of the search engines unless you have a substantial amount of links into your blog, you've got nice wibe-wide popularity, you dont have any broken links or unreachable URLS, etc.
Given that Im not sure of your technical knowledge base, the best way to begin is to look at search engine optimization sites for best-practices in keeping your site or blog search engine friendly.
It's a lot of work, but you'll enjoy the results!

discovered already. They will automatically detect updates on pages and remove dead
links on an ongoing basis.

The best way to make your blog "visible" in the search engines is to get links from other sites linking to your blog.
The search engine spider will follow the link leading to your site, and then crawl through and index your blog content.
So, whilst submitting to the search engines is important, your real success is getting other folk to link to you.
Get other blogs to mention you, submit your blog to Blog Directories (go to Google and search for "blog directories")
