If they are two syrian hamsters but different colours and one is male and the other is female they can be bred.
The female has an ovulation cycle of four days and is usually fertile in the evening on the fourth day. Take the female and stroke her from the tail to the head each evening, if she freezes and raises her rear then she is ready to mate and the male can be put in. He can be left for about twenty minutes in which time he will mate repeatedly. Then take him out and put the female back into her cage when she will give birth about 16 days later and can have up to 10 babies. Do not touch the babies until they are two weeks old and moving about on their own. Then handle them as much as you can until they are a month old when they can be seperated from the mother.
