I would say you should try the following:
1. Exfoliate lips with a light brusing from your toothbrush once a week.
2. Depending on your style, choose a lip liner in a shade you like and reshape the outer line of your lip. It's okay to go outside the actual line. But I wouldn't make it extreme or it will look fake. And I would make sure the lip liner is a bit darker than your skin tone so the change would be noticeable.
3. Fill the lip color with a Lip Plumping Product ie: Lip Gloss or Lipstick. They are easily found at the drug store or department store.
Any of the following will help
a. Using Lip Plumping Gloss rub your lips together to smooth the color of the lip liner into the body of your lip.
or
b. Apply Plumbing Lipstick of a similar color to the lip, rub your lips together and then in the middle of your lips apply a lighter golden or pinkish color. This will make the lip appear fuller too.
or
c. Apply Plumping Lipstick with a golden or lighter pinkish color (without using the similar color to the lip liner) and then rub your lips together. The lip liner will smooth into your lip color but the inside color will remail lighter again. This will make your lips fuller.
4. Your last option is to go with any of the injectibles. It's not surgery and can look very natural if you find a very good doctor. Make sure you do your research before going in to do it. Because some of the work is not done well at all. Restalyne doesn't leave bumps at the injections site like Collagen does. And there may be others out on the market I don't know of that have longer lasting effects. Don't use Silicone even if someone has lot's of good stuff to say about it.

Stick a vacuum cleaner hose around your lips for about an hour or so, you'll notice fuller lips. Hey good luck to ya!

You could wear a shimmery gloss, or you could put a little but of white shimmery eyeshadow on your cupids bow (the middle of your top lip) to make your lips look fuller :)

Lip liner is great for this. Use the lip liner around the outer edges of your lips and then fill them in with a similar coloured lipstick.

Sally Hansen has this lip gloss that makes your lips appear plumper. Its called 'Lip Inflation' and you can buy it at WalMart in the lip gloss section.
