Try something like this:

"I appreciate that you are not currently advertising any job vacancies for XXXXXXX job but I hope to work for your company.

Enclosed is my Curriculum Vitae for your attention.

Please consider me for any future roles within your company"

That is what i would write as it is short, polite and to-the-point.

You probably know this already but bear in mind that few companies respond to unsolicited cvs. To increase your chances of an interview, make some comment on why you would like to work for this individual company ('i wish to work here as ... is at the forefront of the industry and has a longstanding record of ...'). This will let the employer know you're not just sending the same letter to a million companies.

In your covering letter you may also want to request unpaid work experience with such companies as a way of getting your foot in the door.

Just include a statement of why you think you SHOULD be working there, and then say something like "while I know you may not be actively seeking anyone at the moment, I believe we could be a good fit, and I would appreciate it if you would keep my resume on file and notify me if an opportunity should arise" or something along those lines.

This will show them that you are pro-active, and really want to be part of the team. Don't be afraid to include a statement asking for a job also...

-Write it in a formal matter.
-Try to not make one bigger than one page
-state stenghts and achivements besides the ones that are in your resume
-you should adress the letter to the person that is responsable for recruitment
-keep the letter simple and easy to read and follow
-do not send a hand written letter
-make you sure that you don't lie in it and all the facts in the letter are backed up by facts
-sign the cover letter using block letters under your signature.
