The US holds 500 million out of the world's 6.4 billion population, but produces more waste and pollution than all other countries put together on the planet. They are officially the world's biggest ever polluter, and the scandal is now that they think there is 'no proof' for global warming and no consequence to the mountains of waste they are producing and leaving future generations to clear up.

The answer goes hand in hand,to many restraints on big factories, they will conduct business elsewhere,leading to less votes because its the governments fault.Therefore gov agencies sometimes look the other way unless its a real nasty Polluter that ends up in the media,they have to be shown they are doing something.
