Size 18 and up is considered plus size in most clothing stores as I have worked 22 years in the retail industry and I have a great deal of experience in women's apparel. Various sizing ranges are also: XL (size 18-20) XXL (size 22-24) and size XXXL (size 26-28). A BBW is a term used to describe those of us who are curvy, pleasantly plump, or as I call it...."fluffy" :)

It refers to women who are a size 16 and up. I know that I have seen a size 14 included as a BBW in one article I read a while back.

I would say sizes 20 and up. There are women who are BBW's but there are BFUW's also.
