Oxygen is normally at the 21% level make up of air. (Air is mostly nitrogen anyway.)

What happened to the other 4% of Oxygen?
Pollution and ground level ozone.

Bad for health if true.

I should think that it is not true. As molecules of nitrogen. oxygen and all the other gases are in constant random motions: areas with higher oxygen % will diffuse to areas with lower oxygen %; unless diffusion is prevented from taking place.

LA may contain a slightly higher % of CO2 due to the airplanes there.

certainly not. it is considered unsafe below 19% for gas testing in confined spaces
