Couple of possibilities:
1. Your aeration screen on the tap has some solids and needs cleaning.
2. You have a leak somewhere and you are getting air trapped in the water stream.
3. My mom would say, he has squirted some dishwash liquid up into the tap. Do you have a kid?

This is true only it has air in it.
Aerators are part of the modern day magic, they add air to water to consume less water and it is good for us to drink such water.
