Not necessarily. A few conditions must be met. The phones must operate on the same frequencies your carrier uses. The phones must also be capable of using the same digital technology your carrier uses, i.e. GSM, CDMA, TDMA (going extinct), iDEN or Analogue (pretty much extinct). Also, particularly with GSM and certain PCS phones, the phone may be locked and you will either have to find a phone that is unlocked or get the code or some other way of unlocking it if you wish to take it to a carrier it wasn't designed for. Some carriers do not let phones from other carriers be activated on their service. The most common example of this is Sprint PCS. Virgin Mobile in the US also does not. Telus in Canada does not, either.

You can usually get it done at your provider. If you have a CDMA phone that isn't locked and you want to switch your account to it, just bring the phone in to your provider and they will phone in an ESN change and program your phone. If it is a model they are not familiar with, it is possible they might not know how to program it. It is best to find the programming instructions on the internet first, print them out and take it with to the shop with you. If you have a GSM phone and the new phone you get is unlocked, then you don't have to go anywhere. You just put your SIM card in the new phone and that's it!

Not all phones work with all providers. Verizon and a few use a standard called CDMA and Cingular and some others use GSM. If your buying a cell phone find out which standard your carrier uses and make sure you get the right type.
