Changes in the male voice at puberty: vocal fold length and its relationship to the fundamental frequency of the voice. When the voice is at the most tremulous, they noticed a swelling change in the structure and mass of the vocal folds.

That's a normal part of growing up; its like asking why they grow hair. It's all hormonal and part of the process. During puberty, the sex hormones play their part and distinguish the girls from the boys. Boys' voices get deeper and girls grow breasts and so on.
