Well there are some beautiful places in Key West, Florida. Also if you're not going over your budget theres Puerto Rico and probably the best in the entire world the reefs in Australia.

Hawaii, Big Island, Kona there is a Manta Ray night dive and i have never seen such a thing. The night i was there there were at least 20 of them. It is really awesome and recommend it to everybody .

I wouldn't be able to say in the WORLD because i can't speak all of the languages. In America, it would probably be usadiver.org. it has all of the teams you want to follow up on, tips, newsletters that are free, and upcoming competitions.
